Liupanshui Normal University is a provincial public full-time undergraduate institution located in Liupanshui City, Guizhou Province, known as the Cool Capital of China. Liupanshui City is located in the junction of Sichuan, Yunnan, Guizhou, and Guangxi. It is known as the Four Provinces Interchange with an average annual temperature of 15 ℃ and a comfortable climate. It has been awarded the title of China's Cool Capital by the Chinese Meteorological Society and is the only city in China named after its climate characteristics. Yuezhao Airport has opened direct flights from Liupanshui to more than ten cities including Beijing, Shanghai, and Guangzhou. Liupanshui is not only an energy and raw material industrial city developed during the national third line construction period, but also a livable city that integrates ancient Yelang culture, red culture, third line culture, ethnic culture, and tourism culture.

In 2009, the school was upgraded from Liupanshui Normal College to Liupanshui Normal College. In 2013, it obtained the qualification of a bachelor's degree granting unit. In 2015, it was listed as a pilot university for the transformation and development of Guizhou Province towards an applied type. In 2016, it passed the qualification evaluation of undergraduate teaching work by the Ministry of Education and was included in the construction unit for the new master's degree granting project in Guizhou Province during the 13th Five Year Plan period; Joined the National Alliance of Applied Technology Universities (Colleges) in 2017, obtained the qualification for recruiting foreign students in 2018, and began recruiting international students in 2021.
